Under the direction of the County Manager, Administration serves as the administrative arm of the Onslow County Board of Commissioners. The County Manager serves as the chief administrator providing direct oversight of all county departments that do not report to an independent policy board or elected official. In addition, the County Manager has responsibility for the preparation and delivery of the annual county budget.
The Administration Office will provide high-quality, efficient, and responsive services that enhance self-sufficiency, personal safety, economic opportunity and quality of life for all citizens through innovation, leadership, and cooperation of dedicated people.
Sharon Russell is the County Manager for Onslow County, and served as the Deputy County Manager for more than two years prior to accepting this appointment. She attended NCSU on a full academic scholarship and graduated with honors in chemistry. Ms. Russell earned her Masters' Degree at the top of her class from Radford University in communications, and earned her Juris Doctorate from Campbell Law School magna cum laude, graduating second in her law class. Ms. Russell recently attended the UNC School of Government Municipal and County Administration Course and the Senior Executive Institute at the University of Virginia.
Prior to becoming a local government manager, Ms. Russell worked for the National Association of Counties managing national programs for counties, and worked as Executive General Counsel to the North Carolina Association of County Commissioners. Ms. Russell is a licensed attorney, and also has prior experience as a litigation attorney defending counties, cities and businesses in court. Ms. Russell is a native North Carolinian, and has lived in eastern North Carolina for the past ten years.
