NC DHHS Reissuing Some Compromised EBT Cards

ebt card

The North Carolina Department of Health and Human Services is advising that some Electronic Benefits Transfer (EBT) cards have been compromised. As a result new cards will be reissued to recipients whose cards were potentially compromised and the old cards will be deactivated to protect against fraud. When a EBT card is reissued it can take up to 3-7 business days to receive the new card.

NCDHHS will be launching a process to request replacement benefits for EBT benefits stolen as part of card skimming/cloning, starting August 28, 2023. If your benefits were stolen between October 1, 2022, and August 25, 2023, please submit an Affidavit of Stolen Benefits to the county DSS agency no later than September 27, 2023.  For benefits stolen on or after August 28, 2023, you will need to submit an affidavit within 30 days of discovery.

If you are a Food and Nutrition Services (FNS) recipient in Onslow County and have questions regarding your EBT card please contact 1-888-622-7328 or visit Please note that the County or NCDHHS will never text you to ask for your personal information, card number or PIN.
